How this score was computed
The VGC Score is a weighted blend on a press-comparable 0-100 quality scale. Steam approval rates are first calibrated (95% positive on Steam ≈ 89.5 quality, since Steam approval skews high). Press and tracked creator reviews each count ~2x a player review and share one cap against player evidence (creator buy/skip calls pool into an approval rate, calibrated like Steam approval); all-time sentiment is capped and halved (it's context, not verdict); reviews of the current build carry the most weight when a fresh patch anchors the window; and a 'typical game' prior keeps small samples from pegging the scale. Because press reviews and Metacritic user aggregates describe the launch build, their weight decays as the game ages (3-year half-life after a 1-year grace). That's how a game that launched rough can outgrow its old reception once updates win players over. Reviews under 2h playtime (the refund window), non-Steam activations, and free copies are downweighted.

“Tom Clancy's The Division 2 has thrown its hat into the ring for being a possible 'Game of the Year' contender for 2019. The post-apocalyptic Washington D.C. is such an eerie site to see, and Agents can roam around solo or in groups to complete missions and earn better loot to upgrade their characters. With more content well on the way, the base game is still packed with heaps of stuff to do - and the huge variety in gear types and stat boosts, modifications, and skills means that 1000+ hours can easily be put into this title over the course of the year. The only bane to these sorts of titles is the 'always-online' internet connection that is required, which does remove some parts of the gaming population from being able to play it, unfortunately.”

“Right now, The Division 2 stands strong as an addictive, well designed, and complete looter shooter. For how dynamic and intricate it is, its open world sets the bar for the genre, and its tense, tactical combat is, for the most part, a real joy. Unlike its competitors, this cover-based outing rarely feels like it's wasting your time -- there's always something worthwhile to work towards. However, the experience does stumble every now and then, usually due to a notable bug or gameplay balancing issue -- but these aren't unsolvable problems. Even before they're fixed, The Division 2 earns a recommendation, but with a few key adjustments, Massive Entertainment is onto something special with this sequel. ”

“All of the good traits from the first game have been amplified, and the changes feel like better implementations of the original ideas. The endgame content is substantial, and the introduction of classes so late in the game changes things enough to make the experience feel renewed. Add to that the promise of lots of free future content, and you have a loot shooter that is well worth your time.”

“Ubisoft has succeeded in making The Division 2 contents so long and deep to keep us entertained for the whole length of the main campaign, and even after that. The end game is what you could expect: shoot, loot, rinse and repeat, but at least there are many ways to approach it. ”

“The Division 2 improves upon the original in nearly every way, offering a staggering amount of content to engage with. The Dark Zone still stands apart, delivering tense multiplayer scenarios, and the ability to play either solo or co-op is something we don’t take for granted as it’s not always easy to coordinate game time with friends or family. While we’ve grown accustomed to rocky launches from similar games, it’s easy to recommend The Division 2 as it is today, and the year one road map makes us incredibly excited for where the game is heading.”

“The Division 2 is the game that was promised us with its predecessor, but we ultimately didn't get. So forget about Manhattan and free up 40 hours of your time for an alternative city trip to Washington. This is a strong cover shooter with plenty of things to do and an excellent RPG system.”
