How this score was computed
The VGC Score is a weighted blend on a press-comparable 0-100 quality scale. Steam approval rates are first calibrated (95% positive on Steam ≈ 89.5 quality, since Steam approval skews high). Press and tracked creator reviews each count ~2x a player review and share one cap against player evidence (creator buy/skip calls pool into an approval rate, calibrated like Steam approval); all-time sentiment is capped and halved (it's context, not verdict); reviews of the current build carry the most weight when a fresh patch anchors the window; and a 'typical game' prior keeps small samples from pegging the scale. Because press reviews and Metacritic user aggregates describe the launch build, their weight decays as the game ages (3-year half-life after a 1-year grace). That's how a game that launched rough can outgrow its old reception once updates win players over. Reviews under 2h playtime (the refund window), non-Steam activations, and free copies are downweighted.
| Component | Positive | Quality (0-100) | Weight (pseudo-reviews) |

| Press reviews (OpenCritic) | – | 62 | 62 |
| All-time Steam reviews | 49% | 52 | 973 |
| Metacritic user ratings | – | – | 0 |
| Post-patch Steam reviews (trust-weighted) | 52% | 54 | 3 |

“Even if you love this series with your whole heart, we still recommend you to skip Dynasty Warriors 9 Empires. The game simply doesn't worth it, even with a price cut.”

“It lacks purposeful content and engaging mechanics, with many aspects of its core-elements feeling like an afterthought. Its fluid and fast-paced combat is an enjoyable experience stuck in a visual and mechanically dull game, which leaves more to be desired.”

“Dynasty Warriors 9: Empires is a poor Switch port of a disappointing entry in the long-running spin-off series. This is a hugely downgraded version of the game, with seriously dialled-back visuals failing to put a stop to consistent frame rate issues during the heat of battle. With a lack of gameplay modes, zero multiplayer options, terrible AI and cosmetic customisation options gone AWOL at launch - Koei Tecmo choosing instead to go the DLC route - this is a truly lacklustre package, a bargain bin affair with a premium price tag, and a Dynasty Warriors game you can feel quite comfortable skipping entirely.”

“In terms of the crazy and chaotic musou genre I'm still getting up to speed, but I'll admit that when the action gets into a groove I tend to find it to be a pretty good time...”

“Dynasty Warriors 9: Empires is a definite improvement on its predecessor - but that's not saying much. The return of set maps and straightforward objectives is welcome, and in typical Empires fashion, there's so much potential for interesting player-driven storylines. There is an addictive hack-and-slash loop at work here, and it's tempered by some decent tactical tweaks. But to fully enjoy it, you've got to wade through a mire of shockingly ugly visuals and boring battlefield design.”

“Dynasty Warriors 9 Empires struggles to find fresh footing or take advantage of the latest consoles’ abilities but still delivers solid combat and great kingdom building mechanics.”

“Omega Force… what happened here?! You come from the excellent Samurai Warriors 5 and Pirate Warriors 4 and manage to completely ruin the once great Dynasty Warriors franchise. This is an unpolished, lazy and unworthy release. Dynasty Warriors 9 in 2018 was a reason for fans to get upset and now Empires is a new disappointing blow for the loyal fanbase.”

“Even wandering your territory to build your relationships can be done entirely in menus, removing the need to engage with the openworld. Unfortunately you'll still need to take part in battles, which should not be a downside in a Warriors game. If you can laser focus on the strategy elements, and maybe favor diplomacy over direct conflict, there is a playable though still rough experience here. But if you're looking for satisfying Warriors combat, there are plenty of better options already on Switch.”

“Dynasty Warriors 9 Empires is often fun, but it's no better than its predecessors - and, in some ways, it's worse.”

“DYNASTY WARRIORS 9 Empires presented a gameplay that did not differ much from the previous games with simple additions here and there and many characters, but its technical issues kill the enjoyment of the game instantly”

“Dynasty Warriors 9 Empires is an improvement on the last Dynasty Warriors game, but that has more to do with my love of strategy and management than anything else. Given the divisive reception to the last mainline game, I understand why they moved away from the open world, but it does leave this entertaining game with oodles of potential in something of an identity crisis as well. What’s here is fun, and I am always up for some Three Kingdoms strategy and combat, but I can’t help but look forward to the next iteration that is built specifically with the PS5 hardware in mind.”

“Dynasty Warriors 9: Empires had imperial ambitions. I ended up with an identical game with additional option windows. Before we meet a thousand opponents, we will pretend to manage empires. And unfortunately, it will end with going. Production definitely not worth the price.”
